What is the difference between a security personal code and a qualified electronic signature?
To communicate electronically with the state in a fully functional manner and take advantage of all the benefits of electronic communication, you will need not only a Personal Security Code (BOK) but also a Qualified Electronic Signature (KEP). You will choose a six-digit code for each according to your own preferences; however, they will be used for different purposes.
Warning
Always choose your Personal Security Code and Qualified Electronic Signature PIN so that they cannot be easily misused. We do not recommend using the same digits, your personal identification number, your date of birth, or similar easily identifiable information.
While the BOK must be set up inperson when collecting an identity card with an electronic chip, the certificates required to create a KEP can be installed on the electronic identity card online, from the comfort of your home. Opens in a new windowThis allows users to create their own KEP. However, a BOK must already have been set up.
When entering a BOK or KEP code, it is important not to confuse the two numerical codes. Both the BOK and the KEP PIN are six-digit codes chosen by the user, and entering them incorrectly can result in them being blocked.
If the KEP PIN (the code used for signing) is entered incorrectly three times, it can be unlocked online using the eight-digit KEP PUK, in a process similar to unlocking a SIM card, through the eID Client application.
In contrast, if the BOK is entered incorrectly five times, it can generally only be unblocked by visiting a document office in person at any District Directorate of the Police Force, similar to visiting a bank to unblock a bank card.
If your electronic identity card was issued after 21 June 2021, you can unblock an incorrectly entered BOK using the PUK in the eID application settings, under the PIN Management section.
If you only need to change your BOK, you do not need to report the change in person. You can use the eID application, which also allows you to change your KEP PIN and KEP PUK.
You can receive official correspondence from the government in your electronic mailbox without having a KEP, provided that your electronic mailbox has been activated for electronic delivery.
However, without a KEP, you will not be able to respond electronically to received correspondence. You will have to visit a post office in person and, where an officially certified signature is required, a notary or municipal office. You will also be unable to submit applications to public authorities electronically when a handwritten signature is required.
With a KEP, your electronic communication becomes two-way. You can not only respond to correspondence received in your electronic mailbox, but also fulfil a wide range of official obligations by submitting electronic applications through specific electronic services or the General Agenda service.
