The public authority for which an electronic mailbox has been established, and the head of that public authority, are entitled to access and manage the electronic mailbox of the public authority.
The head of the public authority for which the electronic mailbox has been established is entitled to access and manage the electronic mailbox. In addition to the head of the public authority, a person designated by the head of the public authority is entitled to access and manage the mailbox, to the extent specified by the head of the public authority. The owner of the electronic mailbox grants or changes access and management rights by identifying the authorized person and specifying the scope of that person's rights.
The granting of authorization to access and manage an electronic mailbox, as well as any changes to such authorization, shall be carried out by the owner of the electronic mailbox by means of an electronic document authorized by the owner of the electronic mailbox using the relevant function of the electronic mailbox, or by means of a paper document bearing the officially certified signature of the owner of the electronic mailbox.
Access to and management of the electronic mailbox within the scope of the authorization granted pursuant to the first sentence shall be enabled by the administrator of the electronic mailboxes module without undue delay. If the authorization is granted by means of a paper document, access and management shall be enabled within ten working days of its delivery (§ 13(7) of the e-Government ActOpens in a new window).
Access to the electronic mailbox shall be obtained using the person's identifier and authenticator assigned or issued to the owner of the electronic mailbox or to the person authorized to access and manage the electronic mailbox.
In the case of a public authority, the person's identifier is the organization identification number (IČO). If the public authority has not been assigned an organization identification number, its identifier is a set of characters assigned, pursuant to specific legislation, by the Statistical Office of the Slovak Republic. A public authority that has not been assigned an organization identification number is required, for identification purposes, to request the Statistical Office to assign such a set of characters within 30 days of the effective date of the e-Government Act. The authenticator is an ID card with an electronic chip and a security personal code.

Logging in to the portal and accessing the electronic mailbox requires an ID card with an electronic chip, a chip card reader, and the entry of a security personal code (BOK). Before logging in for the first time, the eID Client application must be installed. In order to authorize electronic submissions using a qualified electronic signature (QES), applications for creating QES, D.Suite/eIDAS, must also be installed. The applications are available in the “Software applications for downloadOpens in a new window” section.
