The highest supported version of the XML Schema Definition Language (XSD) for defining the data structure of an electronic form (pursuant to Section 2.3.5 of Annex 1 to Decree No. 78/2020 Coll.) is version 1.0.
Pursuant to point 7.3.6 of Annex 1 to Decree No. 78/2020 Coll. on Standards for Public Administration Information Technologies, the documentation of the electronic form validations performed by the Electronic Forms Module, together with the date from which they apply, is published on the Central Public Administration Portal:
Any changes to the validation rules in the Electronic Forms Module must be approved in advance by the Ministry of Investment, Regional Development and Informatization of the Slovak Republic (MIRRI) and published sufficiently in advance of their actual activation. Depending on the expected impact on existing implementations, the planned activation of new rules will generally be published at least 3 months, or in some cases 6 months or more, in advance. For major changes, the notice period may be 12 months or more.
The date from which each rule will apply is specified directly in the validation rules. This date can be detected automatically, making it possible to determine when the rule will be activated.

Pursuant to point 3.1.1 of Annex 1 to Decree No. 78/2020 Coll., under certain conditions, components of an electronic form may be modified without changing their version. Therefore, as of 27 December 2023, a list of electronic forms that have been modified without a version change has been published:

The MEF currently supports the Electronic Form Publication Container exclusively in version 1.0. Therefore, pursuant to point 7.3.2 of Annex 1 to Decree No. 78/2020 Coll.Opens in a new window, the container may only contain values with version 1, for example "urn:manifest:1.0".
Pursuant to point 7.3 of Annex 1 to Decree No. 78/2020 Coll.Opens in a new window on standards for public administration information systems, XSD schemas for individual versions of the Electronic Form Publication Container are published in the Central Metainformation SystemOpens in a new window (Central Manifest System). At present, XSD schemas are published only for version 1.0 of the Electronic Form Publication Container.
As versions 1.1 and 1.2 of the container cannot currently be used, electronic forms cannot use features supported only by these higher versions, such as multiple comma-separated values in the media-destination attribute in the manifest.xml file or the new structure of the meta.xml file.

In accordance with Decree No. 78/2020 Coll.Opens in a new window on Standards for Public Administration Information Technologies (Annex 1, point 3.1.3), we publish a link for downloading the reference XSL-FO software used to correctly transform XSL-FO files into an electronic form presentation in PDF format. The reference software is Apache FOP 1.1.
The current configuration of Apache FOP 1.1 [.zip, 3.6 kB] used by the Central Public Administration Portal is also available. This software is used by the Central Public Administration Portal for each transformation of data entered in an electronic form into PDF format and is also used to create a paper copy of an electronic official document.
Apache FOP 1.1 was approved in 2014 by the working groups of the Commission for Standardisation of Public Administration Information Systems and is also specified in the Methodological Guideline to the Decree on StandardsOpens in a new window.
The following command can be used to create a PDF presentation from data entered in an electronic form using a print presentation scheme and the Apache FOP 1.1 reference XSL-FO software:

When using the XSL-FO markup language for transformation to PDF and when using signature presentations in HTML or XHTML formats, at least one of these fonts should be specified as the first font required for display in the font properties.
