The electronic stamp (eKolok) is a modern method of paying administrative and court fees.
With the entry into force of Act No. 381/2011Opens in a new window Coll. on the abolition of revenue stamps, amending Act No. 145/1995Opens in a new window Coll. on Administrative Fees and Act No. 71/1992Opens in a new window Coll. on Court Fees and Fees for Extracts from the Criminal Register, the method of payment of administrative and court fees was amended in such a way that the possibility of paying fees with revenue stamps was abolished and, for authorities involved in the central fee registration system (practically all state administration authorities), the legal methods of paying fees were included in payment mechanisms via the so-called electronic stamp.
The new eKolok payment system, which was implemented in April 2014, is part of the digitization of public administration and is a service in the public interest.
Slovenská pošta, a. s. is the state's strategic partner in the implementation of this system. A key part of the eKolok system is the Information System for Payments and Records of Administrative and Court Fees (IS PEPOpens in a new window).
This system is used to administer the entire system and record all fees and payments made directly to the administrative authority or through the electronic services of the Central Public Administration Portal. The IS PEPOpens in a new window is operated by the National Agency for Network and Electronic Services in cooperation with the Ministry of Finance of the Slovak Republic.
Procedure for citizens and businesses
Purchasing an eKolok before submitting an application
I purchase an eKolok before submitting an application for a service/procedure to a public authority (Proof of payment of an administrative/court fee).
eKolok can be purchased at self-service payment terminals, known as kiosks, located at public authorities, including selected offices of the Ministry of the Interior of the Slovak Republic (e.g. district traffic inspectorates of the Police Force of the Slovak Republic, client centres, district offices, etc.), selected offices of the Ministry of Justice of the Slovak Republic (at courts and prosecutor's offices), and other public authorities.
At a kiosk, an eKolok can be paid for in cash (up to €300) or by payment card (no limit).
An eKolok purchased from a kiosk is issued for a specific service. It can be used at any public authority providing that service within 30 days of purchase.

(zoznam kioskov Slovenskej pošty, aktualizovaný k 30. septembru 2026)
At selected Slovenská pošta branches, payment can be made in cash, by payment card, or by postal card. The eKolok is purchased for the required nominal value, without a pre-defined service, and can be used at any public authority within 2 years of purchase.
Through the eKolok Mobile Application, with payment by card. An eKolok purchased through the mobile application is issued for a specific service. The fee payer proves payment at the public authority by displaying the eKolok QR code on their mobile phone screen. The eKolok can be used at a public authority within 30 days of purchase.
Through the eKolok Web Application (the so-called Virtual Kiosk), available at https://m.ekolky.gov.skOpens in a new window. After registration, users can purchase an eKolok for selected services and pay by card. The fee payer proves payment by printing the eKolok and attaching it to the application. The eKolok can be used at a public authority within 30 days of purchase.
If, for any reason, the fee payer does not use the eKolok within the specified period, it can be returned at a Slovenská pošta branch within two years of purchase.
Purchasing an eKolok after submitting an application
I do not purchase an eKolok before submitting an application for a service/procedure to a public authority.
After the application has been submitted, the public authority may issue the fee payer a Payment Instruction (Platobný predpis).
The Payment Instruction is issued for a specific service and amount and contains all the necessary payment instructions. It can be paid at self-service payment kiosks, through the authority's software cash desk (if the public authority has one), by bank transfer to the system operator's account, by depositing the amount into the system operator's account, by paying a postal money order (if included in the Payment Instruction), or through the eKolok web or mobile application.
Applying for an e-Service via slovensko.sk
I apply for an electronic service through slovensko.sk.
Citizens and businesses can apply for an electronic service through slovensko.sk.
The fee payer will subsequently receive a Payment Order in their electronic mailbox. The payment can be made directly from the electronic mailbox, or the fee payer can print the Payment Instruction included in the Payment Order and then pay the fee using any of the methods described above, with the exception of payment through the public authority's software cash desk.
